Meet Mayor Chapman

Experience Matters - Leader, Veteran, Husband, Father, Grandfather, and Neighbor

After serving in Vietnam, Byron and his wife, Freda, moved to Middletown from Western Kentucky.  They built their lives and businesses here, with Byron working as a mechanical engineer at Chapman Engineering and Freda running Freda's Fancy Florist and Head House Antiques.  They raised two children, Misty and Wil, both Eastern High School graduates and Byron enjoys spending time with his six grandchildren. 

Byron has always been active in the community.  After serving as Middletown City Commissioner, he ran for Mayor of Middletown to do more for the city he loves.  

As Mayor, he has worked to improve Middletown while perserving its small-town character.

EXPERIENCE MATTERS!

Steady Leadership Accomplishments

Mayor Chapman has secured state and federal funding to Middletown through relationships he has built over time. 

​

  • Revamping Main St. and Old Shelbyville Rd. with curbing, landscape, decorative streetlights, and sidewalks

  • Grants to purchase and renovation of the Cross Creek Park and replacement of the bridge over Cross Creek Park

  • Secured funds for landscaping, curbs, decorative sidewalks, trash receptacles, and park benches for Shelbyville Road

  • Additional grants to purchase land to expand Wetherby Park and build the Middletown Maintenance Facilities building

Building  Community in Middletown

Mayor Chapman's leadership has helped preserve local traditions, enhance public spaces, and strenthen the quality of life for the residents thoughout the city.

  • Middletown Easter Egg Hunt

  • Halloween Truck or Treat and Pancake Breakfast in partnership with Middletown First Baptist Church

  • Light Up Middletown with a visit from Santa

  • Serves on the Veteran’s Day Parade Committee and helped establish a drive-thru parade during COVID

  • The Summer Series of Concerts in Wetherby Park

  • Grant funding to renovate the historic Gas Station and personally donated the antique gas pump

Safety, Security, and the quality of life in Middletown

The highest priorities of Mayor Chapman is growth focused on the needs of the community.

  • Championed the creation of the fully accredited Middletown Police Department, growing it from two officers into a professional force of more than 24 officers that now provides 24-hour law enforcement protection for the Middletown residents 

  • Participated in the Energy Savings Project for more reliable public lighting and savings to the City of Middletown

  • Instrumental the relocation and reopening of the newly renovated Middletown Library

  • Purchase and renovation of Middletown City Hall, including added meeting space

  • Renovation and improvements to the Middletown Community Center

  • Improvements to Weatherby Park including the playground, additional walking paths, lighting, gazebos, benches, and the commissioning of the Governor Weatherby Statue 

Public Service to Build a Better Middletown

Serving first as a Middletown City Commissioner and now the current Middletown Mayor, Mayor Chapman serves and has served on committees to foster goodwill resulting for a better Middletown.

Keeping Middletown Moving Forward

* Through his leadership and partnership with state officials, Mayor Chapman helped secure a $25 million-dollar  state-of-the-art training facility to Middletown which will-

* Mayor Chapman continues working with Federal and State leaders to bring funds back to Middletown-

*Mayor Chapman will continue to work with Louisville Metro, State agencies, developers to improve roads, address traffic concerns, and ensure responsible growth that protects Middletown's character and quality of life-

* Mayor Chapman pledges to continue holding developers to the highest standards after receiving the approval from Louisville Metro Planning and Zoning-

  • Provide advanced training for police and first responders across Kentucky

  • Generate operational revenue through facility usage fees

  • Support local businesses by bringing visitors to Middletown

  • Enhance public safety through an increased law enforcement presence 

  • Pledge from State legislation to fund operational needs of the training facility

  • Improvements and additions to Weatherby Park

  • New sidewalks, lighting, and landscaping improvements throughout the city

    *   Advocate for additional traffic studies and road evaluations

    *   Ensure timely road resurfacing and pothole repairs

    *  Improve sanitation and waste management practices

    

  *   Preserve Middletown's character through quality development standards

  *   Require developers to fund necessary road and sidewalk improvements

  *  Madate traffic impact studies for new developments
